Rhode Island replaced its sole training school with a new facility that provides detention and post-adjudication placement services.  During Phase I of   planning the study for the new Rhode Island Training School (RITS ) established  a foundation for planning  . It was developed through an interactive participatory planning process in which values, vision, mission and goals for the new facility were defined. 

The challenge for the client and consultant team in Phase II of this study was to ensure that the Master Plan for the new facility reflected the values, vision and mission and met the goals established by the Planning Team.  Through   workshops involving members of the Joint Planning Team, a broad range of departmental representatives, and youth from every program area, the concepts developed in Phase I were worked into the Functional Narrative and Space Program for the new facility.
