Monroe County Justice Center

Monroe County had a vision of a Justice Center that would be part of an innovative community strategy to reduce crime.  The Justice Center would provide Family Court, detention, post-adjudication treatment, and transition and aftercare services for juveniles all on one site in Monroe County.  The Justice Center would fully engage the local community and all of its resources.  The Master Plan for the Justice Center identified five key advantages of the Justice Center over the existing system:

  • Continuity of services and service providers
  • Increased family involvement
  • Stronger links to the community
  • Greater youth accountability
  • Judicial monitoring of cases through aftercare
     

Services provided included:

  • Exhaustive literature review to ensure that Justice Center concept had empirical support
  • Research on enabling legislation required to operate and fund Justice Center
  • Participatory workshops were used to develop:
  • Population Analysis
  • Functional Narrative
  • Operational Space Program
