Master Plan & Owner’s Representative Services

Horizon Juvenile Center is one of  two state-of-the-art, 125-bed, secure juvenile detention facilities built to replace   New York City's only secure juvenile detention center  one of the nation’s oldest and largest facilities of its kind.  JSG staff worked in close collaboration with administrative and line staff and project architects to develop and implement the Master Plan for the new facilities.

The facility planning process included extensive interviews and discussion groups both with staff and residents . The resulting architectural program and designs sought to address genuine concerns and needs as expressed by staff and residents.

The new facilities are programmed as direct supervision model centers. They are designed to achieve optimum operational efficiencies and to provide a wide range of programming opportunities.
