Bergen County Juvenile Complex
Justice Solutions Group (JSG) was retained to conduct a needs assessment and develop a Master Plan for the Bergen County Juvenile Complex (BCJC), which is comprised of a Juvenile Detention Center (JDC), a Children’s Shelter Facility and an Alternative School. In Phase I of this study, a structural analysis of a pre-existing building on the proposed site was conducted, which resulted in a recommendation to demolish the structure.
During the early planning process, related programs and services were examined to determine those that might be relocated to the proposed site in a youth campus designed to achieve more effective and efficient service delivery. The role of JSG was to assist the County in this endeavor by working with the project team to create a thoughtful, comprehensive plan that defines the facility objectives and requirements, develops an appropriate response and documents the related costs.
Advantages of a Juvenile Complex
The basic objective of the campus concept is to operate a multi-functional site that includes multiple related programs and services. Although each of these programs may operate from independent and separate facilities, some functions and services such as maintenance, kitchen and laundry can be shared, creating economies of scale. Movement between buildings is largely limited to staff and goods and youth in non-secure programs. All services for youth in secure detention take place within the secure perimeter of the JDC.
